APPLICATION PROCEDURES FOR THE ASIA
FOREIGN STUDY SCHOLARSHIP
(THE MINISTRY OF EDUCATION OF CHINA PROGRAM)
The Asia Foreign Study Scholarship (The Ministry of Education of China Program) was set up by The Ministry of Education of China as a way of sponsoring student youth from Asian countries. It aims to stimulate the flow of Asian students and scholars in the Asia region, to strengthen mutual understanding among the peoples of Asian nations,to develop cooperation and exchange in the field of education, and to improve the quality of Asian education. The China Scholarship Council (CSC) and Education Forum for Asia (EFA) administer recruitment and the routine management of the program.
20 full scholarships are provided for the 2007/2008 academic year.
1. Categories of Applicants, Duration of Scholarship, and Languages of Instruction
1) This program sponsors only general scholars and senior scholars for the duration of 1 year.
2) The courses will be taught either in English or in Chinese. Candidates who are enrolled to be taught in Chinese are required to take one year of elementary Chinese language prior to beginning the study of a major if their command of the Chinese language is insufficient.
2. Application
Applicants should apply to the Chinese embassy in their home country or directly to the CSC. Applications are accepted from the beginning of January to the end of April.
3. Eligibility
1) Applicants must be non-Chinese nationals in good health.
2) Educational background and age limits:
★Applicants for general scholars must have completed at least two years of undergraduate studies and be under the age of 45.
★Applicants for senior scholars must have a Masters or higher degree or hold the academic title of associate professor or higher and be under the age of 50.
4. Details of the Scholarship
1) Full scholarship: A Chinese government full scholarship covers tuition (or research) fees, basic materials, accommodation, living allowance, emergency medical care, comprehensive insurance for international students under Chinese government scholarship, a once only settlement subsidy, and a once only intercity travel allowance.
Note:
a. Emergency medical care is defined as the outpatient expense generated in the institution’s hospital. The students should afford a certain percentage of the expense in accordance with the institution’s relevant regulations.
b. Comprehensive medical insurance against diseases and accidents is provided by the Ministry of Education of China for scholarship students in China. The institution is entitled to ask for compensation on payment receipts from the insurance company for expenses generated from hospitalization for serious diseases or from accidental injury according to insurance requirements
2) A living allowance is paid monthly to the students by the institution at the following rates:
★General scholars: 1,100 RMB/month
★Senior scholars: 1,400 RMB/month
3) Onetime settlement subsidy
★300 RMB for new students whose period of study in China lasts up to six months
★600 RMB for new students whose period of study in China lasts one academic year
4) One round-trip ticket to and from China
One hard seat train ticket (hard sleeper only for overnight trip) will be provided to:
★Freshmen traveling from the port of entry to the city where the admitting institution is located
★Graduate students traveling from the city where the institution is located to the port of departure
★Students traveling from the location of elementary Chinese language courses to the city where the institution of major study is located
5. Application Materials
All Applicants must provide the following materials correctly and truthfully.
a) Application Form for the Asia Foreign Study Scholarship (China Program) (printed by Education Forum for Asia). Please provide one original and one photocopy of the application form, in Chinese or in English.
b) Application Form for Chinese Government Scholarship (printed by CSC), one original and one photocopy, in Chinese or in English.
c) A notarized copy of highest diploma. If applicants are university students or already employed, they should also provide verification documents. Documents in languages other than Chinese or English must have translations in Chinese or English.
d) Transcripts (notarized copy); transcripts in languages other than Chinese or English must have attached translations in Chinese or English.
e) Senior scholars must submit two letters of recommendation in Chinese or English by two professors or associate professors.
f) Applicants for music are requested to submit one cassette recording of original work; applicants for fine arts must submit six color photographs of personal work (two sketches, two color paintings and two other works).
g) A study or research plan written in Chinese or English (no less than 400 words).
h) A photocopy of the Foreigner Physical Examination Form (only for those whose period of study in China lasts over six months) filled out in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a stamped photograph of the applicant will be considered invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration when determining the time to take the medical examination.
The abovementioned materials should be received by the CSC by April 30th. Application materials will not be returned regardless of whether or not the applicants are accepted by a Chinese institution.
6. Selection of Institutions and Discipline
Applicants for this scholarship may choose 3 institutions and 1 discipline from the Chinese institutions designated by the Ministry of Education of China. Please check the Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Program or the CSC website (http://www.csc.edu.cn) for details. Applicants are required to fill in their preferences using only those listed in the Directory. A specified study or research plan is required.
7. Approval and Notification
1) The CSC will review all the application materials from the appointed authorities and is authorized to make necessary adjustments on the applied institutions, disciplines and duration of study. Qualified applications will be forwarded to the different institutions and the final decision whether to admit the applicants or not will be made. The application will be seen as invalid and will not be processed if the applicants are not qualified, the application materials are inconsistent with the recruitment regulations, or are incomplete.
2) Applicants are encouraged to contact the institutions and supervisors prior to application. When doing so, please enclose any relevant admission or recommendation letters.
3) Finalized placements, disciplines and duration of studies are, in principle, not to be changed.
4) The CSC will send the List of Enrolled Students, Admission Notice, and Visa Application Form for Study in China (JW201) to the relevant dispatching authorities by July 31, so as to have these documents forwarded to the students.
