英籍斯里兰卡裔，1948年出生于斯里兰卡。 1992年，当选

为英国下议院议员。1999年，他又当选为欧洲议会议员。2003年

至今，被任命为斯里兰卡大使。2005年当选欧洲与印度联合商会

主席。2006年12月至今，成为欧洲议会欧中友好小组主席。2009

年至今，担任欧洲议会海外发展与合作委员会副主席，欧洲议会

人权小组委员会成员，欧洲议会与南亚国家关系代表团成员，欧

洲议会外事委员会代理委员，欧洲议会非加太与欧盟国家联合议会代表，英国女王大伦

敦区全权代表等多项职务。2014年7月至今，德瓦当选为朝鲜半岛事务代表团团长。

Nirj DEVA

Director of Delegation for Relations with the Korean Peninsula of European Parliament

Deva is a British born in Sri Lanka in 1948. At the 1992 general election, Deva was elected

to the House of Commons.In 1999, he was elected to the European Parliament. Since 2003, he has

been the Ambassador of Sri Lanka. In 2005 he was elected as the Chairman of EU-India Trade

Union. Since December 2006, he has been the Chairman of the EU-China Friendship Group in

the European Parliament. Since 2009, he has been the Vice-Chair of Committee on Overseas

Development and Cooperation of European Parliament, Member of Subcommittee on Human

Rights, Member of Delegation for Relations with the Countries of South Asia, substitute of

Committee on Foreign Affairs, Members from the European Parliament to the Joint Parliamentary

Assembly of the Agreement between the African, Caribbean and Pacific States and the European

Union (ACP-EU), proxy of British Queen. Since July, 2014, he has been the Director of Delegation

for Relations with the Korean Peninsula of European Parliament.

印度计划委员会委员、印度社会发展委员会荣誉教授

纳伦德拉•贾达夫博士是印度首屈一指的经济学家和教育学

家，同时他还是位多产的作家，已经创作了大量经济和社会方

面的书籍，发表过100多篇论文和29本书。

自2009年6月，纳伦德拉•贾达夫博士担任印度政府计划委

员会委员和国家咨询委员会委员。他还被授予联盟国务部长身

份。从2006年8月至2009年5月，纳伦德拉•贾达夫博士任职浦那

大学的副教授。他也在印度储备银行就职31年，于2008年10月

自愿从首席顾问和首席经济师（执行总裁）位置退休。他还任

职于国际货币基金组织（IMF），为埃塞俄比亚以及阿富汗政府提供咨询服务。

Narendra JADHAV

Distinguished Professor, Council for Social Development, New Delhi, India

Dr. Narendra Jadhav is currently working as Distinguished Professor, Council for Social

Development (CSD).

Dr. Narendra Jadhav is India' s leading economist, educationist and prolific writer. He has

written extensively on economic and social issues. He has over 100 research papers and 29 books

to his credit.

From June 2009 to May 2014, Dr. Jadhav served as a Member, Planning Commission,

Government of India and as a Member National Advisory Council, Government of India. He was

given the status of the Union Minister of State. His responsibilities included planning for education,

labour - employment - skill development, social justice and empowerment.

Dr. Narendra Jadhav was the Vice Chancellor of the University of Pune from August 2006

to May 2009. He also served the Reserve Bank of India for 31 years, taking voluntary retirement

in October 2008, from the position of Principal Adviser and Chief Economist (in the rank of

the Executive Director).He has also worked at the International Monetary Fund (IMF). He has

also completed an assignment as a Chief Counsellor for Afghanistan and as an Advisor to the

Government of Ethiopia.

艾琳娜

奥地利驻华大使馆特命全权大使

艾琳娜从1982年开始她的外交官生涯，并担任过许多国际

组织主席职位。1995年至1998年任环境保护部国际司司长，1998

年至2001年任奥地利驻维也纳联合国使团常务代表。2001年至

2004年领导联合国工业发展组织（UNIDO）驻纽约办事处，担

任副总干事。2005年1月至2012年1月任奥地利联邦欧洲与国际

事务部主管奥地利发展政策副部长，自2012年1月就任奥地利

共和国驻中华人民共和国和蒙古国特命全权大使（总部设在北

京）。

艾琳娜是“可持续能源全球论坛”（GFSE）的主席，以及可再生能源政策网络

（REN21）的副总裁。许多年来，艾琳娜大使在维也纳外交学院担任“人类安全和发展

政策”问题课程的教授。

Irene Giner-REICHL

Ambassador of the Republic of Austria to China

Mrs. Irene Giner-Reichl has been a member of the Austrian Diplomatic Service since 1982.

She has held numerous international bureau functions. From 1995 to 1998 she was the Director of

the International Department of the Austrian Ministry for the Environment. From 1998 to 2001 she

was Austria' s Permanent Representative to the UN, IAEA, UNIDO and CTBTO in Vienna. From

2001 to 2004, she headed the UNIDO Office in New York in the rank of an Assistant Director

General. From 2005 to 2012 she was in charge of Austria' s development policy and cooperation as

Director General in the Ministry for European and International Affairs. Since January 2012 she has

been the Austrian Ambassador to the People' s Republic of China and Mongolia.

Mrs. Irene Giner-Reichl is the President of the Global Forum on Sustainable Energy (GFSE),

and has acted as Convenor for the GFSE’s global and regional meetings (www.gfse.at). She was

elected as Vice-President of the Renewable Energy Policy Network REN21 (www.ren21.org) in

January 2013. She has lectured at the Diplomatic Academy in Vienna for several years on human

security and development policy.

亚里•古泽森

芬兰驻华大使馆大使

2013年9月1日，亚里•古泽森被任命为芬兰驻华大使。2009

年至2013年间，古泽森曾任芬兰驻日大使。

2003年至2006年，古泽森曾任芬兰外交部对外经济关系

局副局长，负责芬兰的出口推介和经济国际化。1998年至2003

年，古泽森曾任芬兰贸易部贸易局副局长。1999年，芬兰首次

担任欧盟轮值主席国时，古泽森曾是欧盟商贸问题事务委员会

主席。1995年至1998年，古泽森任职于巴黎经济合作与发展组

织（OECD）。同时，他还负责国际能源署（IEA）和核能署

（NEA）的能源问题。古泽森曾两次担任欧盟咨询顾问。2000年，在立陶宛准备加入欧

盟过程中，他曾是立陶宛外交部在经贸问题上的顾问；2005年，在实施欧盟-埃及联合协

定中，他曾是埃及外贸产业部的顾问。

Jari GUSTAFSSON

Ambassador, Embassy of Finland to China

Jari Gustafsson was appointed as Ambassador of Finland to China in 2013, designated from

the 1st of September. Mr.Gustafsson served as Finland's Ambassador to Japan from 2009 until

2013. Mr. Gustafsson served as Deputy Director General of the Department for External Economic

Relations of the Ministry for Foreign Affairs of Finland from 2003 to 2006. Mr. Gustafsson also

served as Deputy Director General of the Trade Department of the Ministry of Trade and Industry

from 1998 to 2003. During Finland's first-ever EU presidency in 1999 he was the chairman

of the EU Working Group on Commercial Questions. Mr. Gustafsson served as Counselor in

Finland's Permanent Representation to the OECD in Paris from 1995 to 1998, where he dealt with

competitiveness and trade issues. He was also responsible for energy issues in the International

Energy Agency (IEA) and the Nuclear Energy 

Agency (NEA). Mr.Gustafsson has twice served as

an EU consultant. In 2000 he consulted the Lithuanian Foreign Ministry on commercial and trade

issues in preparation for the country's EU accession. In 2005 he consulted the Egyptian Ministry of

Foreign Trade and Industry on implementing the EU- Egypt Association Agreement.
